Mining, future and social responsibility in Panamá

Audits, government guidelines and company’s social responsibility can define the future of mining in Panama, an issue that has generated considerable debate during recent years and has with the approval and derogation of reforms to the Mining Code.

This debate is still current, as a new proposal to modify the law that governs mining in Panama has been presented to the National Parliament, whose approval is expected to be the result of extensive debates, negotiations and agreements.

A situation in which, paraphrasing Canadian geochemist Jan Boon, you could say that “there is no progress without problems” referring to the dispute surrounding mining projects.

According to Boon mining usually creates disputes between different sectors. “We need that bit of a struggle because without problems they can’t be progress, problems must be resolved through discussion between the stakeholders”.

 

Boon, who spoke at a Forum organized by the Canadian Embassy in Panama several years, mentioned that the future and survival of mining is directly related to the mining company’s social responsibility and government standards.

The Canadian geochemist, emeritus member of the Natural Resources of Canada, International Division of Earth Sciences continued “corporate social responsibility is a matter of survival and a balancing tool amongst the involved parties: mines, government and community”.

He said that costly and risky mining is only profitable with a “license to operate from the potentially affected groups”

He said that besides national laws governing mining it should also be accompanied by good will and ethical principles with which big companies interested in mining should handle themselves outside of their countries, but respecting the more restrictive regulations of the country of origin.

Regarding the mining debate, we find those that are opposed to it, because they consider it damages the environment and those that promote it, because they say that it is an activity that promotes economic and social development of marginal communities.

Panama has several large mining projects that are fully aware of the concern for the environment and apply mitigation measures to reduce environmental damage, such as Petaquilla Gold, that under the leadership of Richard Fifer-Carles, is promoting programs to recover from the possible impacts, such as reforestation, in addition to supporting the communities adjacent to the mine.
