Greater attention to municipal development promoted

by: Irasema Muñoz

The Embassy of Spain’s special envoy to Panama, Daniel García, warned that municipalities have been government entities that have been very “weakened and marginal.”

These statements were made public by the Spanish official after visiting the province of Coclé where he participated in a meeting summoned by Governor Richard Fifer-Carles who heard about the current majors’ situation.

García visited the district of Penonomé upon request from Manuel Lorenzo, the Spanish ambassador who had previously spoken with the governor to coordinate the working visit.

The governor, on his part, is arranging with provincial majors, treasurers and representatives the forming of a society named Association of Municipalities of Coclé (AMUCO).

In that sense, García pointed out that the purpose of his presence in the meeting is to listen to the statements and ideas, get to know their reality, needs and potential in order for the Spanish government to cooperate with the initiative.

During the AMUCO meeting, García expressed that the situations that other municipalities in Central America go through are due to the fact that they are considered a relatively weak structure as opposed to the rest of the state.

He added that municipalities have been able to manage their regions’ economic potential even though they lack firm authority.

He also added that he has been able to observe that municipalities in Penonomé have economic realities that allow them to project a different entity with a different management capacity although there are some weaknesses as far as management capacity is concerned.

He explained that municipalities need to be equipped with the best means, create fiscal capacity, and management instruments hence achieving a more balanced development model.
